Central Pulp and Paper Research Institute, a National level Institute was set up in 1980 as a self-governing body under the managerial control of Department of Industrial Policy and Promotion, Ministry of Commerce and Industry, Govt. of India to advance R&D in the field of mash and paper. The starting point of CPPRI goes back to the year 1975 when the UNDP-GOI Project ended up operational. After the finish of the UNDP Project, the offices in this manner made were used to satisfy the long felt requirement for R&D needs of Indian Pulp and Paper Industry. Subsequently after the endorsement of the Cabinet, Central Pulp and Paper Research Institute (CPPRI) appeared in November 1980. Existing R&D offices were constantly overhauled with the guide of Plan Funds got from the Government of India.
All undertakings of CPPRI are overseen by 18 membered Council of Association, including delegates from Paper Industry, Department of Industrial Policy and Promotion (DIPP), and Department. of Science and Technology (DST), Council of Scientific and Industrial Research (CSIR), Indian Council of Forestry Research and Education (ICFRE) and IIT Roorkee. The Secretary (DIPP), Ministry of Commerce and Industry, Govt. of India is the President of the Council of Association. The Council of Association performs different capacities, for example, choosing the financial limit, endorsement of yearly arrangement, buy and transfer of gear and so forth.
Arranging and observing of research exercises is cared for by the Research Advisory Committee (RAC). The board of trustees is spoken to by Senior Executives from Pulp and Paper Industry, Associations, Research Organizations and Ministry of Commerce and Industry.
