Hills College of Education (HCTE), a leading private institution aimed at disseminating and enhancing the qualifications of teachers in the State of Arunachal Pradesh in particular and the country in general, was established in the year 2006 at Naharlagun, one of the the state's major cities. The state with the leadership of Shri Nabam Rebia, the founder President under the aegis of “Tribal Areas Development Association”, a voluntary organization registered under Section 3 of the Companies Registration Act, 1860 , is committed to providing professional training to its ambitious students in emerging countries field of professional training. This organization promotes innovative work and research in the field of teacher education by conducting action research, organizing professional experiences, fieldwork and workshops, and developing materials Indigenous teaching - learning and practice rigorous skills-based training programs and other activities to promote behavior changes in the team of practicing teachers in particular and improving the quality of teacher training in general.
History of Hills College of Teacher Education
The state Govt. of Arunachal Pradesh, Department of Higher and Technical Education has also given clearance to run the institution vide letter No. ED/HE-602/2003. It has also extended the Arunachal Pradesh Stipend Scheme 2001 facility vide letter No. ED/HE-78/87 dated 14th march 2007 to the bonafied Arunachal Pradesh Scheduled Tribe Teacher -Trainees of this Institute to promote professional education in the state. During the academic session 2015-16, the college has also been permitted by Govt. of A.P., Director of Higher and Technical Education to introduce National Service Scheme (NSS) in the college in integrating the needs of current system of education with the needs of the community/ society.
The Institution promotes innovative works and researches in the field of Teacher Education by conducting Action Researches, organizing work-experience activities, field studies and seminars, developing indigenous Teaching-learning materials and practicing rigorous skill-based training programmes and other activities to bring out behavioral changes in the Teacher-Trainees in particular and upgrading Teacher Education in general.

Library
The college has a well-equipped library with 3700 number of books and psychological tests other than reference books, journals, and newspapers. Each student, on admission, gets three (03) reader cards to borrow books from the library. Students are entitled to get the books issued for fifteen (15) days against a reader’s card. A fine @ Rs 1.00 per day is imposed after the expiry of the date of the returning of the books. The college also provides photocopy facilities to the teachers, students and other staff members at a concessional rate. There is a separate section for references by teachers.
